Physical Development
Kimberly Park Terrace/Gateway Commons
The Kimberly Park HOPE VI Project involves a complete physical transformation
of the existing community. Of the 556 units of public housing that made up the
original community, only 113 remain (22 buildings) will be demolished by the
end of September 2003. The community's creek, at one point was partially buried
underground. The stream has been daylighted, re-engineered and will be transformed
into a linear park providing a passive greenway, which will serve as the focal
point of the revitalized community. The new community has been named "Gateway
Commons"
This massive redevelopment project will occur in four distinct phases:
Phase I
Phase I involved the construction of a 100-unit senior building named Azalea
Terrace. Azalea Terrace was completed December 1, 2001 and completely occupied
by December 31 of that year. Eagan & Sons, a local company was the developer
for this phase. Community Management Corp., and Eagan affiliate manages the property.

Phase II
Phase II, Aster Park involved the complete redevelopment of the existing section
of the community between Glenn Ave. , Oak St. , Trade St. and Northwest Blvd.
This community is comprised of 170 town homes and garden apartments. Residents
began occupying their new homes in March 2003 with full occupancy expected by
Fall 2003. This area was completely re-engineered with new streets, sidewalks,
and utility lines. Community Management Corporation will manage all phases of
the multi-family housing. View

Phase III
In Phase III-A, many residents will be able to realize the dream of homeownership.
Construction will begin on twenty-eight single-family homes in the Fall of 2003.
Residents will have an opportunity to choose from 4 models selected for construction.
In addition to standard features, residents may choose from a list of available
options. Beazer Homes will be the homebuilder for this community. The Communities
Group is the developer for this phase of construction.
Phase III-B will complement Phase II development with an additional 72 multi-family
units for rent. It will include one and two story garden apartments and town
homes in the northern section of the project area.
Phase III-C will consist of homeownership units. Beazer Homes will build an
additional 108 single-family homes for purchase. It will offer homeownership
opportunities for former public housing residents as well as persons seeking
market rate homes.
The 6175 square foot community building will provide a leasing and community
services center. A coin-operated laundry, computer learning center and a business
center will serve community residents. Two large multi-purpose rooms will provide
space for after school programs and other tenant related activities. Office space
will be allocated for case management staff who provide services to residents
as well as a leasing and management office.

Phase IV
Phase IV is the re-routing of the creek. Completion of the liner park is in
progress and scheduled to be completed by Fall 2003. It will include a walking
trail, pavilion and tot lots. The park will provide an attractive amenity to
residents of the new Gateway Commons community. View

Happy Hill Gardens
Revitalization of Happy Hill Gardens is the second HOPE VI project for the
Housing Authority of W-S. In the Happy Hill community, the program will replace
488 units of severely distressed public housing with 425 new units comprised
of single family detached homes, town homes, apartments and senior housing that
will blend into the city's adjacent Old Salem Historic District. Twenty additional
units will be built off-site for a total of 445 new homes. Our key developer
partners for the Happy Hill HOPE VI will again be The Communities Group and Eagan & Sons.
The City of Winston-Salem will too, play a substantial role in the completion
of this huge endeavor.

Like the first HOPE VI project, Happy Hill residents will be provided a comprehensive
variety of community and supportive services, with the main focus being on employment
and barriers to employability. These services will be delivered through partner
agencies committed to the success of our residents.
