Community Safety Department

Thad Cook, Community Safety Manager
In March 2003, HAWS officially established the Community Safety Department to address various concerns about safety in the HAWS communities and facilities, including:

  • A high concern for overall community safety;
  • A high concern for fire safety in the high rise properties; and
  • The formation of strong partnerships with local agencies and organizations was essential to the success of safety programs.

Once partnerships were formed, members adopted strong comprehensive strategies to combat crime and enhance fire safety in the HAWS communities by using computer technology, enforcing HUD's One Strike Policy, tedious documentation, and training and education seminars for staff and residents. Our partnering agencies include Center for Community Safety, NC Department of Corrections, Forsyth County Court, Forsyth County Sheriff Department, HAWS Residents, HAWS Staff, Legal Aid Society, Office of Juvenile Justice, NC Attorney's Office and Winston-Salem Police Department. This network of community resources continues to help resolve issues by sharing information among different agencies. This leads to accurate identification of lease violators located in HAWS neighborhoods, which in turn leads to a safer community as a whole.

The Community Safety Department is staffed by Thad Cook and Carl Patrick. Both have extensive backgrounds in housing and public safety, and continue to use their experiences to maintain strong partnerships, while working to resolve crime and fire safety issues in the HAWS communities.

Fiscal Year 2005 this department will develop, revise and implement an emergency and/or evacuation and neighborhood watch programs in each community.
